The ancient capital of Istanbul was perfect for hosting the meeting between two empires, the Seljuk and Hanseatic. In recent weeks, the growing hostilities over the Suez Canal and radical behavior of the Papal States had, for lack of a better alternative, forced the Seljuks to consider their own interests and security with, and through a potential agreement or alliance with their Germanic counterparts.

Greeting Chancellor Jacob Ã…lsson was Nizam al-Muk, the Grand Vizier of the Greater Seljuk Empire and a most influential force in Turkish politics. "Chancellor Alsson, I presume. It is an honor to encounter a man of your stature, especially in times as troubling as these." He was a powerful man, not only inside the Sultan's palace but with various elements throughout the empire, a power not to be underestimated or thought indifferently of. "Please, allow me to escort you inside, where we may talk more comfortably." Stepping inside, the Grand Vizier would continue. "I have informed his Royal Highness, and he gives his blessings, as has Allah for allowing you a safe trip. Were there any difficulties Chancellor?"

As the Chancellor was greeted by the Grand Vizier, he clacked his heels together and bowed to the Seljuk representative to this summit. It was obvious the current Chancellor was an old army sort of man, a loyal servant of the Empire and would not stray far from the guidelines given to him by the Kaiser himself. Although dressed in black tie and wearing a low top hat, his presence itself oozed with military and nationalism. To the Kaiser, this was only a good trait in a servant of the Empire.

As the two men continued inside the building where their little summit would be held, the chancellor removed his top hat and his outer coat, handing them over to his personal entourage walking in swift pace right behind the Hanseatic representative.
"The Kaiser sends his regards for not coming personally. He has been preoccupied back home with the situation and the troubles it's causing with our trade shipments all over the Southern hemisphere. And yes, the trip was quite enjoyable. One of the most enjoyable flights I have been on, actually" the Chancellor told the Grand Vizier. Inside he cringed at the mention of Allah, being a highly Christian man personally, but did not let that cringe show, for it might ruing the meeting from the beginning. He had strict orders from the Kaiser to represent the Hanseatic Empire in creating a standing alliance with the Seljuk Empire, one way or another and without any personal wants or needs involved in the matter.
"I would believe we have really no time to spare into getting something worked out with the general hostility of the Papal States and L'iao Biella increasing as of late, so let's get to it."

"That is most excellent to hear, I am most confident in our air line. Though in it's infancy, we expect travel by air to render naval trips a crippling blow." The cringe was not visibly externally but most Europeans felt uncomfortable of Islam, or any variant of it, and had been since the Crusades, but Istanbul was known for being a safe haven for all faiths, including Christianity. However, the Sultan and the majority of his officials did not hide their faith in an unorthodox form of Islam, which would explain some liberal touches, touches that were the scorn of more hard-line Islamic countries in the world. It was to be expected, so the Sultan did not dwell on them, and neither did the Grand Vizier.

On the hinting of needing to proceed onward, the influential Seljuk complied. "Yes, indeed. What does his excellency the Kaiser aspire from a possible agreement between our two nations?"

"Well..." the Hanseatic Chancellor said and cleared his throat.
"The most prominent matter that the Kaiser requested me to bring forth is that due to the matter with L'iao Biella, we will be forced to remove our navy presence from the Mediterranean. As so we wish to request that we will under this treaty lease territory from you. More directly said, we wish you to hand over the island of Burgazada on the Sea of Marmara as soon as it is possible so we can station a detachment of our navy there" the Chancellor said to the Grand Vizier, thus revealing the one request the Hanse Reich would not back down from as soon as there was going to be an alliance done.

"We would be willing to lease it for a time of ten years, with the lease renewing itself for another ten years if there is no request for it to end from either party. And I truly hope there will be no objections to this request, Grand Vizier. The Kaiser is very serious of this request and told me to not take a 'no' for an answer."

"So be it...", was all the Grand Vizier said. So the island of Burgazada was going to be leased to the Hanseatic Empire for ten years, it was affordable to the Seljuks. "And payment for this lease, what has the Kaiser offered aside from an alliance to compensate for this piece of land?" Now Nazim al-Muk was getting to the catch to his easily agreeing, but that was not all. "It is a primary concern to his Royal Highness that the Kingdom of L'iao Biella be dealt with, as our nation borders the Suez Canal and is naturally very dependent on Eastern trades through it. To allow a distant nation such accessibility to a vital area, surely it is worthy of something, perhaps technological exchanges or use of Hanseatic islands? We have had an interest in the United Kingdom of Lusitania as well, as we are wary of their potential prowess."

Turning to an aide, the Grand Vizier motion for a pen before returning his glance and focus to the Chancellor. "Perhaps we should discuss collaboration benefits, hm? The exchange of goods, perhaps even a unified currency if we were to be so bold, or a more precision-based military agreement?"

The Chancellor looked over to one of his entourage, who carried a slim briefcase and nodded for him to come forwards. The aide opened the briefcase, and took from the pile the first paper that had the Hanseatic eagle and the iron cross printed on it along with several paragraphs of text in German. The Chancellor took the paper and glanced over it before handing it towards the Grand Vizier.
"The Kaiser had no doubt you wouldn't accept our lease of your island and as so had a very profiting deal laid out in a rough draft. You will find that paper to be a signed proposition from the Kaiser himself, indicating that the Hanseatic Empire will be more than welcome to begin strengthening economic coexistence between our nations and will be more than happy to provide any and all military hardware you would require at a discount price as well as open factories within your domains in order to limit thetravel distance of the goods" the Chancellor told the Grand Vizier before smiling.

"As far as the alliance goes, however, we will not be joining currencies with the Seljuk Empire. No offense, Grand Vizier, but our nation had for a long time been a powerful economic might in Eurasia and has excellent ties to Africa and the Americas through subsidiaries. We are balancing our monetary affairs quite closely and it would be a nightmare of logistics and red tape for a merging of currencies to be set in motion" he said before clearing his throat and bringing forth the second most important matter of the alliance; military cooperation.

"The Kaiser has vowed me to tell you that the Hanseatic Empire is most willing to bring our two armed forces closer. The need for cooperation between their commands might prove required soon enough if hostilities keep mounting on the Mediterranean coastlines" Jacob told the Grand Vizier.
"We would be happy to sign a full military alliance with the Seljuks, in the case worst comes to worst."

"That is most fair, Chancellor. And yes, a unified currency would probably be catastrophic to both our nations. But you speak the truth, something so rare these days, so naturally we are willing to accept what you offer to us."

The Grand Vizier glanced over the paper, taking in everything from the designs to the slick wording. Nodding slightly, he would address another issue as his eyes raced through the document's contents. "Military co-operation from the Reich is most pleasurable to hear, his Royal Highness will be most appreciative to hear such productivity from our meeting. So, where must I sign? I have been vested absolute authority in the handling and signing of any and all documents, it is an invaluable time saver." He smiled before concluding, "The sooner we have our signatures, the sooner we can begin building a magnificent relationship."

"Well, that document requires a signature right at the bottom there. It'll ratify the lease of the island in the Sea of Marmara. The best thing is yet to come, Grand Vizier" the Chancellor said before smiling and taking the briefcase for himself. He took out three folders, each of them in a different language but precisely looked over to make sure each o them said the same thing and not just as an interpetration, but in exact wording.

"Here is what we like to call the Askari Treaty. We are quite proud of this and have made sure each of the three copies in front of you have the same meanings word to word. If you read it through, you will notice it leaves unclear how many parties there are involved. That is mainly because we would be willing to invite other nations to this treaty over time. Not only to enlarge our spheres of influence, but to secure even further powers to counter the absolute power some nations would like to wield over regions and continents. Mainly we would be more than interested in approaching Menshevik White Russia to be the third party to this treaty and the first to sign and ratify it after this initial 'ceremony'" the Hanse representative told the Grand Vizier and slid the folders over to him for observing and signing, all the while smiling.

The following is the text of the Askari Treaty as found on the English version:
Askari Treaty - Military and Diplomatic Agreement of Friendship and Cooperation

The Parties to this Treaty are determined to safeguard the freedom, common heritage and civilisation of their peoples. They seek to promote stability, well-being and unity between Governments in the European and Mid-Eastern regions.

They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to the following treaty:

Article 1

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article 2

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 3

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 4

The Parties agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security in the region where such an attack has been launched.

Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Council formed by all Parties that have been signatories to this treaty as according to Article 7. Such measures shall be terminated when the Council has taken the measures necessary to restore and maintain international peace and security.

Article 5

For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:

Clause I
on the sovereign and recognized territory of any of the Parties, on the territory of or on the Islands under the jurisdiction of any of the Parties

Clause II
on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in which forces of any of the Parties were stationed on the date when the Treaty entered into force or the Atlantic Sea and Mediterranean Sea.

Article 6

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article 7

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Article 8

The Parties may, by unanimous agreement, invite any other State in a position to further the principles of this Treaty and to contribute to the security of the areas involved to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of any signatory Party. The Government of the signatory Party will inform each of the Parties of the deposit of each such instrument of accession.

Article 9

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the Hanseatic Empire, which will notify all the other signatories of each deposit. The Treaty shall enter into force with respect to other States on the date of the deposit of their ratifications.

Article 10

After the Treaty has been in force for four months, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the involved areas, including the development of universal as well as regional arrangements for the maintenance of international peace and security.

Article 11

After the Treaty has been in force for five years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Council.

Article 12

This Treaty, of which the German, English and Arabic texts are equally authentic, shall be deposited in the archives of the Government of the Seljuk Empire. Duly certified copies will be transmitted by that Government to the Governments of other signatories.

"So it is settled, then."

The Grand Vizier proceeded to sign, after he had read the Askari Treaty. Following this, he would return a copy to the Hanseatic official, then tuck away his pen. "On the matter of White Russia, that would be a wise decision, considering the invaluable position of the Caucus region, including it's rich minerals and resources. Do you believe they will accept? Their government has been in talks with ours, but nothing significant has been reached, let alone finalized."

"I am quite sure they will accept" the Chancellor said before signing all the paperwork himself as well. He received the copies of the treaties and stood up in order to offer a hand to the Grand Vizier for a shake to also thus confirm the treaties that way as well and also to congratulate on a successful negotiations.
"We will make them an offer they can't refuse"

"Now, if this is over with and there is nothing else to discuss about, I would very much like to attempt the local ... what do you call it...? Hookah?"

Taking the Chancellor's hand to shake it, the Grand Vizier nodded. "Excellent, I look forward to hearing the results. Now, for our guest!", spoke Nazim al-Muk, gesturing to his aid to prepare the hookah, at which point the Seljuk turned to face the Hanseatic official. "Ah, yes, the hookah. You will not find a better source of tobacco than our own, aside from maybe the Confederate States, but they are merely a close second."

As he finished, a blue and gold hookah was brought forth. "You may consider this a gift from his Royal Highness, as well as several pounds of Turkish tobacco to go along with it. But in the mean time, please, do feel free to enjoy it, get a feel for it."
